The permanent joint committee "Kuwaiti - Saudi Arabia" discusses work reports in Al-Khafji and Wafra operations

The Kuwaiti-Saudi Permanent Joint Committee held a meeting today, Sunday, January 22, 2023, in the Al-Khafji Joint Operations Area - Saudi Arabia, in the presence of the head of the Kuwaiti side, Undersecretary of the Ministry of Oil, Sheikh Dr. Nimer Fahad Al-Malik Al-Sabah, and headed by the Assistant Minister of Energy / Eng. Muhammad bin Abdul Rahman Al-Ibrahim, and in the presence of members from the Kuwaiti and Saudi sides, the topics on the meeting agenda were discussed.
The Ministry of Oil said in a press statement that the meeting of the Kuwaiti-Saudi permanent joint committee reviewed the reports of petroleum operations in the onshore Partitioned Zone and the submerged Partitioned Zone adjacent to it Petroleum.
The Ministry of Oil stated that the meeting touched on presenting a report on the progress of the work of the permanent joint committee office, examining the plans prepared for emergencies and the procedures followed in the current period, and contributing to providing the available capabilities, as well as their continuous development and evaluation to obtain the best results, noting that the efforts of the committee members were reviewed. Operational goals, achieving joint operations goals, and formulating a joint action plan that achieves the two countries' strategic interests.

In this context, the Undersecretary of the Ministry of Oil, Sheikh Dr. Nimer Fahad Al-Malik Al-Sabah, stressed the importance of convening the Kuwaiti-Saudi joint committee meeting, which reviewed reports of petroleum operations in the onshore divided zone and the offshore divided area adjacent to it. This review includes strategic plans and existing and future major projects. Obstacles facing the implementation of programs, environment and safety projects, plans for development and training of the national workforce, the use of advanced modern technologies in the stages of petroleum operations, reviewing the report of the progress of work in the permanent office of the committee, examining plans prepared for emergency cases and procedures followed, in the current period and contributing to Providing the available capabilities, as well as their continuous development and evaluation to obtain the best results.
His Excellency the Head of the Kuwaiti side, Sheikh Dr. Nimer Fahad Al-Malik Al-Sabah, thanked His Excellency the Assistant Minister of Energy, Eng. Muhammad bin Abdul Rahman Al-Ibrahim, for the positive and fraternal spirit he touched and the aspiration to achieve the aspirations of the two countries in petroleum projects through coordination between the Ministry of Oil in the State of Kuwait and the Ministry of Oil. Energy in the Kingdom of Saudi Arabia, through the facilities provided and tangible cooperation, to facilitate oil projects related to the divided and submerged zone, and to ensure the facilitation of petroleum works in the Wafra and Khafji joint operations, and the safety of workers in operating companies, which includes Aramco Gulf Operations Company and Saudi Arabian Chevron Company in addition to the company Kuwait Gulf Oil.
Establishment of the committee
It should be noted that the Kuwaiti/Saudi permanent joint committee was established according to the agreement dividing the neutral zone signed between the two sides in 1965 AD, and it reports directly to the ministers of oil and energy from both sides. Efforts to make good use of the common natural resources, conducting related studies in this regard, and studying new licenses, contracts and concessions related to the divided area.
Note that the committee is chaired from the Kuwaiti side by His Excellency the Undersecretary of the Ministry of Oil, Sheikh Dr. Nimer Fahad Al-Malik Al-Sabah, and includes in its membership officials from the Ministry of Oil and the Ministry of Interior. The committee regularly holds meetings every 6 months under normal circumstances, as the permanent joint committee presents its reports and recommendations to His Excellency Ministers.
It is also mentioned that an agreement was signed with the Saudi side to divide the submerged region adjacent to the divided region in 2000 AD, in addition to the signing of the memorandum of understanding regarding reproduction in the split region on December 24, 2019 AD, all of which are considered appended to the agreement to divide the neutral zone of 1965 AD.
The Ministry of Oil concluded its statement by praising all the efforts made by the human cadres from the Kuwaiti and Saudi sides, appreciating at the same time the continuous and tireless efforts of the leaders of both sides in the joint Khafji and Wafra operations, which had a significant impact on the implementation of operational plans.
