Press release of the (113) Ministerial Meeting of OAPEC

The Ministerial Council of the Organization of Arab Petroleum Exporting Countries (OAPEC) held its 113th meeting in the State of Kuwait on 14 Jumada Al-Akhirah 1446 AH corresponding to 15 December 2024 AD, in the presence of Their Highnesses and Excellencies the Ministers of Oil and Energy of the Member States. The meeting was chaired by His Excellency Eng. Saad bin Sherida Al-Kaabi, Minister of State for Energy Affairs of the State of Qatar, which holds the presidency of the session for the year 2024. His Excellency Eng. Saad bin Sherida Al-Kaabi opened the meeting, welcoming Their Highnesses and Excellencies the Ministers of Oil and Energy of the Member States, and His Excellency the Secretary-General of the Organization, wishing success for the work of this meeting and coming up with appropriate decisions regarding the important items being raised for the benefit of the Organization and its Member States. This was followed by a speech by His Excellency Eng. Jamal Issa Al-Loughani, Secretary-General of the Organization, who welcomed once again Their Highnesses and Excellencies the Ministers of Oil and Energy in the Member States, wishing them every success in their deliberations on the items on the meeting agenda, and that this meeting will achieve its desired goals. Following the conclusion of the activities of the 113th meeting, the Secretary-General of the Organization stated that this meeting was dedicated to discussing a number of items on the meeting agenda, the most important of which is approving and adopting the budget of the General Secretariat of the Organization for the year 2025, and the item related to the final report of the first phase related to developing the work of the Organization, and the proposed amendments to its statute, for which a large amount of time was allocated for discussion. After lengthy deliberations, it was reached to take the decision to adopt this first phase of the project and begin to embark on its second phase. The meeting also discussed the item related to following up on the implementation of the Cabinet decision regarding the Green Middle East Initiative and adopting the application of the concept of the circular carbon economy. The meeting also honored the winners of the OAPEC Scientific Research Award, and approved the Executive Office’s recommendation to raise the value of the award starting from the 2024 award. In addition, briefing reports on the activities of the General Secretariat were reviewed, including following up on the petroleum situation and developments in liquefied natural gas and hydrogen, economic and technical studies prepared by the organization, following up on environmental affairs and climate change, and the progress report on the information bank, events organized and participated in by the General Secretariat, and others. The Secretary-General concluded his statement by saying that the General Secretariat of OAPEC will do its utmost to make the organization occupy a prominent position among international organizations. Emphasizing at the same time his keenness to pay great attention to the decisions issued by Their Highnesses and Excellencies the Ministers of Oil and Energy in the member states at this ministerial meeting by intensifying efforts to put them into actual implementation during the coming period, thanks to the unlimited support provided by Their Highnesses and Excellencies the Ministers of Energy and Oil, and Their Excellencies the members of the Executive Office of the Organization. I cannot miss in this regard to extend my sincere thanks to the Government of the State of Kuwait, which has hosted the headquarters of the Organization for more than half a century, for its permanent hosting of the Organization's meetings in a manner that ensures their success.
