The Director of Public Relations and Petroleum Media at the Ministry of Oil, Sheikha Tamadur Khalid Al-Ahmad Al-Jaber Al-Sabah, made a presentation this morning, Wednesday, April 24, 2024, during the activities of the Oil and Gas Industry Basics Forum, which was held at the headquarters of the Organization of Arab Petroleum Exporting Countries (OAPEC), about petroleum media and the efforts undertaken by the Department of Oil and Gas. During the fourth session of the second day of the forum’s activities, Sheikha Tamadur Khaled Al-Ahmad Al-Jaber Al-Sabah said that the Ministry of Oil has the responsibility, in accordance with the Emiri Decree issued on August 12, 1986, to undertake the affairs of oil wealth, exploit it and develop it in a way that guarantees the state’s resources, increases its national income, and ensures the safety of workers, the environment, and facilities.
She discussed the term petroleum media, saying that petroleum media is a type of media that is concerned with covering news and information related to the oil and gas industry. This includes reports on oil and gas production, petroleum prices, oil companies, petroleum technology, and other related topics. Petroleum media aims to To provide accurate and comprehensive information to the public about this vital industry and contribute to promoting and disseminating petroleum culture among society.
She continued: “In the past, publications such as magazines, books, and newspapers were relied upon for media dissemination to cover events and events, and with the development of the media and the spread of social media, new models emerged and a major change occurred in the way the public interacted with news and information, which prompted petroleum media departments to use Modern technologies to deliver the media message in a more attractive and effective way, such as the use of video, broadcast, artificial intelligence, a virtual broadcaster, and the use of digital publications instead of printed materials.”
Sheikha Tamader Khaled Al-Ahmad Al-Jaber Al-Sabah stated that the tasks of the Public Relations and Petroleum Media Department in the Ministry of Oil inside and outside the Ministry are focused on issuing publications and periodicals that cover oil and gas activities in the State of Kuwait and their development, participating in meetings of the Petroleum Media Committee of the Gulf Cooperation Council countries, local and international oil conferences and exhibitions, and monitoring All news and topics published by the Ministry of Oil inside and outside Kuwait, preparing a daily bulletin, following up on the Ministry of Oil’s social media outlets and the website, and making special arrangements for holding OPEC and OAPEC meetings in Kuwait in terms of receiving participating guests, accommodation arrangements, media coordination with various governmental and private agencies, and preparing films. Documentaries that address the development of the oil industry in Kuwait, such as (Oil is Our Other Way), and preparation and preparation for special celebrations organized by the Ministry annually, such as the Oil Innovates Award, the Digital Transformation Award, National Day, Mother’s Day, and Ramadan.
She pointed out that the vision, values, and strategic objectives of the Public Relations and Petroleum Media Department are focused on achieving a high level of performance, excellence, digital transformation, and providing a work environment dominated by loyalty, cooperation, and one team spirit, responding to changes, accepting change and innovation, and dealing openly and on the basis of trust, justice, transparency, and professionalism.
Sheikha Tamader Khaled Al-Ahmad Al-Jaber Al-Sabah discussed the Public Relations and Petroleum Media Department’s publications, saying that they are concentrated in print and digital publications, represented by the Oil magazine, which is published electronically every 3 months, to cover all the Ministry’s activities and local and international oil events, and digital books represented by two publications with artificial intelligence and the implementation of a book. Pictures from the history of oil in the State of Kuwait, and the Naftiyat electronic bulletin, which contributes to building cultural and scientific awareness among the Ministry’s employees by reviewing the latest topics and topics of interest from the Ministry, and printing periodic brochures of interest to employees with the aim of spreading awareness and wider participation of employees.
She said that the Department of Public Relations and Petroleum Media is keen to organize a specialized discussion circle every month for employees of the Ministry of Oil and specialists in government agencies and the Kuwait Petroleum Corporation and its subsidiaries. The Department has succeeded over the past years in holding dozens of discussion circles, covering all oil, social and health activities in the State of Kuwait. Many specialists from the Kuwait Petroleum Corporation, its subsidiaries, and specialized oil organizations such as OAPEC attended, and these discussions and seminars achieved the prospect of anticipating developments in the oil industry in the State of Kuwait by transferring knowledge to the employees of the Ministry of Oil, and exchanging ideas for a number of major issues facing the oil and gas industry across the country. Global level.
She reviewed the role of petroleum culture in preparing the emerging generation and monitoring the visits made by the administration to schools and the results. She said that the Ministry of Oil has been implementing the petroleum culture project for many years, coinciding with the beginning of the new academic year, with the aim of instilling petroleum culture and raising public awareness among the emerging generation about the petroleum industry. Kuwait, which is the main pillar and engine of the national economy.
She said that in parallel with the important role played by the Ministry of Oil, it was keen to develop the website to provide information, data and integrated studies on the oil industry, agreements and decrees for the exploitation of oil wealth in the country, to become an information center and a source for researchers, workers and those interested in the oil industry and energy affairs. The website includes several Publications (books, oil magazine, brochures), which were transformed from paper to fully electronic and were placed in (pdf) format, enabling everyone to access them and benefit from them. It falls within the responsibility of the Ministry of Oil to achieve (petroleum culture), holding specialized seminars and conferences in oil and energy, and distributing books. Brochures and magazines, establishing an oil information center, working to spread culture and awareness of the oil industry within the country, and supporting research work.
Regarding the services of converting the Public Relations and Petroleum Media Department to electronic, she said that the petroleum media platform was created for the Ministry of Oil through (YAMMER), where awareness instructions, announcements, and live broadcast of seminars and courses were sent to the Ministry’s employees, and the (MICROSOFT TEAMS) program was activated to hold remote meetings and related Ministry of Oil announcements. Tenders and practices through the official website and linking the Ministry’s website with the OAPEC library via a link through which the visitor can enter the OAPEC library to benefit from its books and periodicals.
Regarding the administration’s achievements in preparing two books using artificial intelligence and using the electronic broadcaster as voice and writing, it was mentioned that it was the issuance of two books for the first time ever using artificial intelligence, and the virtual broadcaster “Nouf” became the new media face of the ministry on social media sites. The two books are “The Book of Pioneers in the Oil Sector” and the publication Second: The book “Women in the Oil Sector... A Pioneering Role and Achievements.”

She reviewed the efforts of the Public Relations and Petroleum Media Department in preparing the petroleum media strategy for the Gulf Cooperation Council countries 2024, saying that the idea of the petroleum media strategy began since the State of Kuwait submitted a paper on the impact of petroleum media on the Gulf Cooperation Council countries at the Petroleum Cooperation Committee meeting held in Doha in the year 2008. She added: “Based on the fact that petroleum is a strategic commodity, a major source of energy, and the primary driver of the economies of the GCC countries and the global economy, and because of the weight and distinguished global petroleum status that the GCC countries enjoy, these countries seek to achieve their petroleum interests and achieve stability in the global petroleum market in cooperation with all parties.” .
She stated that the Petroleum Cooperation Committee in the Gulf Cooperation Council countries, in its twenty-ninth meeting, which was held in the State of Kuwait on October 10, 2010, decided to prepare a strategy for petroleum media in coordination with and derived from the Petroleum Strategy Committee for the Gulf Cooperation Council countries, as the committee of specialists in petroleum media in the Gulf countries prepared the media strategy. The Petroleum Cooperation Committee, in its thirty-first meeting held in Riyadh on October 9, 2012, blessed the holding of the first Petroleum Media Forum in the State of Kuwait in March 2013.
She stated that developments and changes in the petroleum field called for the development of a flexible petroleum media strategy in order to keep pace with petroleum changes and developments, starting from the year 2012 until 2030, taking into account its evaluation and review every three years or whenever necessary, and the vision of the petroleum media strategy for the Gulf Council countries is to ( A unified and effective discourse for the petroleum media that reflects the trends of the Gulf countries and their petroleum interests locally, regionally and globally. Strategic objectives have been set as follows: Strategic Objective 1: Effective communication to build confidence by demonstrating credibility, experience and merit.
