The Kuwaiti-Saudi Permanent Joint Committee discusses work reports in the Khafji and Wafra operations

The Permanent Kuwaiti-Saudi Joint Committee held a meeting this morning, Sunday, January 21, 2024, in the Al-Khafji Joint Operations Area - Kingdom of Saudi Arabia, in the presence of the head of the Kuwaiti side, Undersecretary of the Ministry of Oil, Sheikh Dr. Nimer Fahad Al-Malik Al-Sabah, and headed by the Assistant Minister of Energy, Eng. Muhammad bin Abdul Rahman Al-Ibrahim, in the presence of members from the Kuwaiti and Saudi sides, and the topics on the meeting agenda were discussed.
The Ministry of Oil said in a press statement that the meeting of the Kuwaiti-Saudi Permanent Joint Committee reviewed the reports of petroleum operations in the onshore divided zone and the submerged divided zone adjacent to it. This review includes strategic plans, major existing and future projects, obstacles facing the implementation of the plans, if any, and the use of advanced modern technologies in operations. The Ministry of Oil stated that the meeting touched on presenting the progress report of the Permanent Joint Committee Office and considering the plans prepared for emergency situations and the procedures followed in the current period and contributing to providing the available capabilities, as well as their continuous development and evaluation in order to obtain better results, noting that the efforts of the committee members were reviewed. Operational objectives, achieving the objectives of joint operations, and formulating a joint action plan that achieves the strategic interests of the two countries.
Strategic plans
In this context, the Undersecretary of the Ministry of Oil, Sheikh Dr. Nimer Fahad Al-Malik Al-Sabah, stressed the importance of continuing to hold meetings of the Kuwaiti-Saudi joint committee, to review the reports of petroleum operations in the onshore divided zone and the submerged divided zone adjacent to it. This review includes strategic plans and major existing and future projects. His Excellency the Head of the Kuwaiti side, Sheikh Dr. Nimer Fahad Al-Malik Al-Sabah, thanked His Excellency the Assistant Minister of Energy, Engineer Mohammed bin Abdulrahman Al-Ibrahim, for the positive and fraternal spirit he felt, and the aspiration to achieve the aspirations of the two countries in petroleum projects, through coordination between the Ministry of Oil of the State of Kuwait and the Ministry of Oil. Establishment of the committee
It should be noted that the Kuwaiti/Saudi Permanent Joint Committee was established in accordance with the Neutral Zone Division Agreement signed between the two sides in 1965 AD, and it reports directly to His Excellency the Ministers of Oil and Energy from both sides. One of the most important powers of the committee is facilitating the passage and procedures for workers in petroleum companies in the divided zone, and ensuring the continuity of... Efforts to properly exploit shared natural resources, conduct related studies in this regard, and study new licenses, contracts, and concessions related to the divided area.
Note that the committee is headed by the Kuwaiti side, His Excellency the Undersecretary of the Ministry of Oil, Sheikh Dr. Nimer Fahad Al-Malik Al-Sabah, and its membership includes officials from the Ministry of Oil and the Ministry of Interior. The committee holds its meetings regularly every 6 months under normal circumstances, where the permanent joint committee submits its reports and recommendations to His Excellency Ministers.
It is also noteworthy that an agreement was signed with the Saudi side on the division of the submerged zone adjacent to the divided zone in 2000 AD, in addition to the signing of the memorandum of understanding regarding resuming production in the divided zone on December 24, 2019 AD, all of which are considered attached to the agreement on dividing the neutral zone 1965 AD.
The Ministry of Oil concluded its statement praising all the efforts made by human cadres from both the Kuwaiti and Saudi sides, appreciating at the same time the continuous and tireless efforts of the leaders of both sides in the Khafji and joint Wafra operations, which had a great impact on the implementation of operational plans.
