Control & Petroleum Mass Media Affairs

Department of Environment & Safety

The Department of Environment and Safety is concerned about preserving the good standard of environment beside the safety and security of the personnel as well as the petroleum installations and utilities. Also it carries on the duties of site supervisiing, controlling and following up on the working oil companies according to the law No.19/73 concerning the conservation of petroleum wealth resources of the State of Kuwait and its executive regulations.

Environment Controllership

  • Coordination with the working oil companies in the country to supply the department with the information and technical data concerning the environment.
  • Follow up the capital projects in regard of environment protection throughout the periodical reports and site visits.
  • Follow up the respective reports about the pollution and the protection against pollution processes.
  • Coordination with the oil companies in regard of site follow up of the oil companies operations and utilities.
  • Environmental inventory on the oil companies utilities operations.
  • Study and follow up the execution of the annual environmental plans and the submitted programmes from the oil companies in regard of the procedures of preserving the environment.
  • Review and evaluate the environmental impact assessment concerning oil projects.
  • Prepare the required reports about the extent of commitment by the oil companies with the rules of preserving the petroleum wealth resources of the environment control (chapter T).
  • Coordination and cooperation with the environment Public Authority in application of the environmental strategy of the State of Kuwait in the activities of the oil sector.

Safety and Security of the Oil installations Controllership

  • Coordination with the oil companies to supply the control with the required information and oil data regarding the matters of safety.
  • Follow up and prepare the required reports about the extent of commitment of the oil companies when applying the approved standards in the preservation rules which concerns the safety when activating the law No.19 of 1973 and its executive rules in regard of preserving the petroleum wealth resources.
  • Coordination with the oil companies in regard of site follow up the operations and utilities of the oil companies to insure safty matters .
  • Follow up the oil incidents and follow up the capital projects in regard of the safety and security control of the oil installations.
  • Study and follow up the execution of the annual and periodical safety procedures and the submitted programmes and the procedures and comprehensive security plans for the protection of all the petroleum utilities.
  • Checking the maintenance programmes of the production, transport, storage, refining and fabrication utilities operations.

Petroleum Media and Public Relations Department:

Functions:

  • Preparing and implementing programs aimed at highlighting the Ministry’s petroleum policies and introducing its goals and plans, as well as informing the public opinion of everything related to its activities.
  • Furnishing the mass media with information and data related to the Ministry and activities of its bodies.
  • Diffusing petroleum education and enlightening the public on the Ministry’s role, its mission and significance and role of oil in the State of Kuwait.
  • Following up materials published about the Ministry in the news paper and mass media and preparing the appropriate clarifications in this respect, in coordination with the concerned authority in the Ministry.
  • Receiving the Ministry delegations and visitors and providing the required services and facilities to them.
  • Supervising the arrangements related to the travel of the Ministry senior staff abroad in official missions.
  • Organizing social, cultural, sports and religious activities for the Ministry staff.
  • Receiving complaints and proposals from the public and coordinating with the concerned organizational units for studying them in order to evaluate and take the necessary actions in this respect.
  • Preparing the required arrangements for holding conferences and seminars on oil and energy and participating in related conferences and seminars whether inside or outside Kuwait.

The Petroleum Media and Public Relations Department consists of :

1. Petroleum Media Control.
2. Public Relations Control.

Petroleum Media Control:

Functions:

  • Laying down the perceptions and plans related to media campaigns and policies to achieve the Ministry objectives.
  • Furnishing the mass media with information and data related to the Ministry and the activities of its bodies.
  • Supervising the publication of periodicals related to the ministry and publishing facts and figures on oil in Kuwait.
  • Distributing booklets, directories and leaflets aimed at making the public aware of the Ministry’s mission and the significance and role of the Ministry in the country.
  • Following up materials published about the Ministry in the press and mass media and preparing the appropriate recommendations and replies in this respect, in coordination with the concerned authority within the Ministry. 
  • Preparing the required arrangements for press, TV and radio conferences.
  • Supervising the distribution of newspapers, magazines and printed materials to the various organizational units within the Ministry and organizing the subscription process.

Public Relation Control

Functions:

  • Cooperating with the concerned authorities within the Ministry in the activities targeting consolidation of relations with the community functions and developing such relations.
  • Receiving the complaints and proposals of the public and coordinating with the organizational units for studying and evaluating them and taking the required actions in this respect.
  • Preparing for the meetings of the senior departments or seminars and conferences, as well as participating in national and social events.
  • Receiving the Ministry delegations and visitors and providing the required services and facilities to them.
  • Preparing the required arrangements for holding conferences or seminars on oil and energy and participating in related conferences or seminars inside or outside Kuwait.
  • Supervising the arrangements for the travel of the Ministry senior staff delegated abroad in official missions.

Tenders Affairs and Field Inspection Department

The Tenders Affairs and Field Inspection Department shall be concerned with the following :

Implementing provisions of the Supreme Petroleum Council No.1979/5 issued on 22/1/1979 for regulating petroleum companies tenders, as amended. This department consists of the following :

Tenders Affairs and Contracts Control, concerned with the following:

  • participating in preparing the a list (record) of contractors and suppliers, approved by petroleum companies, through the classification committee formed according to article (4) of the said Supreme Petroleum Council decree No.5/79
  • receiving tender documents from petroleum companies according to article 7 of the said Supreme Petroleum Council decree.
  • Participating in the membership of the Central Tenders Committee in the manner stated by article (9) of the said Supreme Petroleum Council decree.
  • Encouraging local companies to enter into tenders and direct them to use local products as much as possible.

Field Inspection Control , concerned with the following :

  • Researching and studying contracting procedures after awarding, in terms of the required approvals from the concerned authorities or any other competent regulatory authority.
  • Following up the implementation of contracts and purchase orders of petroleum companies, and ensuring safety of performance of either contracting parties
  • Reviewing the monthly lists of contracts and purchase orders (not subject to the provisions of the public tenders law), received by the department from petroleum companies, in accordance with the provisions of article 2 of the said Supreme Petroleum Council decree
  • Following up the notifications concerned with the projects exempted by the minister of energy, pursuant to the provisions of article 3 of the said Supreme Petroleum Council decree , as well as the notifications received by the ministry from petroleum companies, in accordance with the provisions of article 6 of this decree.
  • Coordinating with the information systems program to save, index and classify all the documents related to the department's functions
  • Cooperating with the ministry programs and any other authorities to ensure conformity of the tenders or contracts conditions with the works implemented in reality.
